2015年12月，国务院发布了《新形势下加快知识产权强国建设的若干意见》，提出要深化知识产权领域改革，加快知识产权强国建设。同时创新中国也需要知识产权服务为其创新保驾护航。目前，我国知识产权服务市场行业公司少，行业集中度低，导致有效供给不足，而知识产权（IPR）快速发展倒逼配套服务需求增加，供需矛盾持续激化使得知识产权服务市场大有可为。从横向来说，版权正处风口、商标处于激烈变革中、专利服务市场蓄势待发。随着《意见》的逐步发酵，《专利法》、《专利代理条例》等一系列法律法规的修订通过，整个知识产权服务市场有望得到加速成长。我们预计整个知识产权服务市场的规模在万亿以上，对比目前草根调研800亿规模，成长空间巨大。

We expect the entire intellectual property services market size of more than trillion and there will be an enormous room for growth compared to the grassroots research who said it is 80 billion scale.

From the vertical perspective, intellectual property service system can be divided into six kind including legal services, agency services, information services, consulting services, business services and training services. According to the action plan for national intellectual property strategy, IP services annual growth from 2015-2020 should reach 20% (1) Legal and agent services market is relatively mature, we estimated that the market scale of 50 billion yuan in 2015; (2) To the entire intellectual property services market, access to information is a top priority. 全国专利运营试点企业的城市分布上，北京、深圳、成都、上海占据前四，专利运营试点企业整体上集中于沿海与中部发达城市，与其他地区之间差异化明显。

截止2016年11月30日，全国各地工商局注册的经营范围包含提供知识产权服务的51185家的企业，占2015年我国新登记企业438万户的1.16%。

存续企业（企业在通过改制重组后，以集团公司或母公司的形式存在的未上市企业）与在业企业（正常生产经营的企业，没有停产或转产）共占91.52%，经营出现注销、吊销情况的知识产权服务企业仅占8.35%。国内知识产权服务企业总体上能够正常经营。

北京、上海、广东、江苏四个地区的提供知识产权服务的企业达到3000家以上；福建、浙江、山东企业量在2000-3000家之间，中部地区总体上少于2000家。知识产权服务企业分布呈现出沿东南部聚集的格局。

The surviving Enterprise (after the adoption of the restructuring of enterprises, existing in the form of a group or the parent company who did not be listed) and the economically active enterprises (the normal production and operation of enterprises, did not discontinued or conversion) accounted for a total of 91.52%, IP service enterprises whose have been logged off or revoked only accounted for 8.35%. Generally speaking, domestic intellectual property service companies are able to operate normally. Intellectual property services enterprises in Beijing, Shanghai, Guangdong, Jiangsu are of more than 3,000; The enterprise in Fujian, Zhejiang and Shandong are between 2000-3000; Central region in China are less than 2000 in General. Intellectual property service enterprises are located along the Southeast China.
